Wealth does most of the work for attracting migrants, death rate can slug your migrant rate very hard if too many dwarves die in a year. Your main concern is getting caravans out alive, as they apparently report your wealth to the mountainhomes that send migrants.

It's the primary way people do it. If you are desperate, you always have ~40 levels of rock to be fully mined and made into crafts and things.

Okay then does haveing a legendary engraver creating  "masterpieces"  help that wealth?

Yup, by far the best way to get wealth is to smooth and engrave all the walls of your fort. Just be careful where you dig, though. A masterpiece engraving being dug through counts as defacement, and the creator gets an unhappy thought depending on how many masterpieces they already have.
