NASA expresses an interest in the QSSL program by Reaction Engines Ltd.
They are willing to invest 22B for research with the clause that the first one produced be given to NASA upon completion. Further purchases will be made on a contract by contract basis. (Yes this was dice rolled!)

78/85 now, after your research!

Also I've missed Mainiac, ill add his program.

I think this is what you wanted:

Ion Earth Departure Booster Proposed program
Payload cost: 2 (provisional)
Safety Factor: 90%
Cost to Initiate 10B
Difficulty: 3-Medium
Moon Capable: Yes
Mars Capable: Yes
=Launch vehicle for above=
Ariane 5 possible.
[/spoiler]

Or did you want a three stage rocket simular to the ARES including a EDS and launch vehicle in one?

22B from NASA, 25B from FKA. I take FKA's bid, while giving second produced vehicle to NASA, at 20B.
So I get 30B+25B+(20B?)=55B (75B?), right?
..
Oh yeah  ;D
..
I would like to start project this month and have 3 scientists + our unique Promiment dude working on it, pronto.

Submit offer of "renting" QSSL to ESA.
((Any time estimate on how long it will take to research it, then produce a single unit?))

Noted, ill use 15B for research? rather than scientists, I ditched the scientist idea as it confused people, just choose an amount to spend on research now :D
Estimated time to research is... 8 months at the same level of funding as I suggested. You'll begin with 1 unit of it, production after that will take 3 months each.

15B yeah. 18B will last me how much at current funding levels?

how much will the satelite take to start? I'm planning starting near the end of the QSSL project.

NASA doesnt want to invest in the second QSSL at this time so..  you have 30B now, you get 25B from FKA and 10B at next profits (65)

QSSL would cost 25B to initiate, and then you invest whatever you want when you want for research. 15B investment will get approximately 10% improvement in the safety of it. So a total of about 120B would be needed to compete the program.

You are scheduled to begin this month.

Satellite would cost 7B to initiate, Difficulty 2-Fair

Actually the research will probably take less than 8 months if youre not unlucky, as you have the scientist.

Note the NPC company list, I've added prices to all the equipment. In particular Ariane 5 rocket costs 18B from Boeing. It is capable of Orbital missions only however.

Also Ariane 5 safety factor is from statistics of current missions, 92% successful :D
*prices from npc will change sometimes.

What's the reoccurring cost of a space shuttle per launch?

I'm giving a green light to Project Falcon (ion booster) and a green light to project Erie/Rex assuming the startup cost isn't more then 15 billion.  What's the startup cost anyhow?
