While reading some FAQs on BARIS, I learned that the tech formula was just rolling one d6 for every team you pay for.  Then some random events would increase or decrease the dice to anywhere from d5 to d8 for a season or two.  So that's a pretty simple system to duplicate.

Agreed and I plan to do so! I'm going to try and emulate it by creating the same series of equipment. Example - they had 3 stages of rockets, two kickers, 2/3 LEM's. With the addition of unique elements such as supply modules to dump equipment in orbit around mars/lunar or onto the surface.

Ok what im going to do here is get the 'lunar' stage stuff ready today. The Martian stuff i will continue to work on, but people wont need it for a little while yet due to the necessary technologies and experience using new age equipment.

Idea:

Option to privatise part of the space program to raise cash. Sell 10% of NASA to private companies, prestige gained reduced by 20% (15/30, 20/40, 25/50, 30/60, 35/70, 40/80* max able to be sold). The benefit would be raising cash, the cost is the prestige loss per 'gain'.
Also only 5% could be sold each year.

**also in the future this would adversly effect profits from any He2 hauled back. Probably to a 1:1 ratio(10 m.b's worth hauled back, if 10% privatised 9 goes to space program)

***a benefit to this would be increased private spending on space flight, this will increase the income of all 'private space companies'.

Like? dislike?

A second idea:

Allow players to play contracters. Devolve research to private companies and NASA/ESA/Russia can buy the project, provide funding and continue research. NPC companies would get less income than players, but advance steadily.

The research would be baris style, profits of the companys would be a dice roll + (investors; random and effected by space agency expressing interest in program, or buying a module/rocket/licence/equipment to use the program.)

Also, companies could also do their own space flight (As Virgin) and work their way towards civilian space flight. At the beginning this will obviously be nigh on impossible due to technology needed.

Companies will be specific, but can change their designation once a year, loosing all technology, but not rights to previous equipment.
Example: Capsule construction, Rocket construction, civilian space flight, He2 mining, Habitat contruction, Communication Satellites.

1: privatisation: possibly more of an option to NASA with its USA capitalsm is good. less so for ESA as its joint funded by many nations who share a common heritage of warring on one another so would never agree on such a plan. no go for russians with socialist tendancies...

contractors = good. ESA use a lot of these. hell, NASA contracts a lot of stuff to ESA... mind you, this has led to one legendary fuck up where NASA wrote some software in imperial and the contractors wrote the rest in metric... http://en.wikipedia.org/wiki/Mars_Climate_Orbiter... can a roll be used to simulate this? lol.

Fraid not :D Though I will give companys a choice on quality. Lower quality = higher profits from sales but a hidden safety drop for the equipment piece. If an accident takes place because of it, there's a chance (50%) it will be discovered as shoddy workmanship and cost cutting.
Higher quality can also be made, if an accident happens on this there will be one 'auto-save' on that equipment. This can be announced by the company, but will not be revealed as to its truth. If a failure roll is hit and autosaved, it WILL become apparent it was because of quality workmanship.

Also due to what you said I think the USA can privatise to 40% max, ESA to 20% max, russia to 10% max.

Mission to Mars RULES
*Subject to revision and update!

The story

The date is 2020 and the space program had been halted. However the recessions of the 2000's and 2010's have ended and the worlds economies are booming once again. Due to this, a reinvigorated space race lobby began in early 2015 in Russia and America. By 2020 the President Palin approved new levels of funding to NASA and the Russian leader followed suit.
...and so the Mission to Mars begins!

You can take control of either:
NASA (American space agency)
ESA (European space agency)
FKA (Russian space agency)
A private company producing a piece of equipment relative to space flight.
A private company planning to run commercial space flight operations in the future.

Turns are Monthly (Every 3 days approx realtime turns)
Income is quarterly (every 3 months)
NASA and ESA start with a space shuttle each and NASA has the ISS.
FKA has a Soyuz capsule and MIR space station

Space agency funding begins at a set amount each quarter, companys funding is a dice roll between -5% and +10% of its current income + a small lump sum each quarter from investors

People can start signing up now for positions, the companies i've listed will be NPC unless someone takes it. The NPC's will be alot slower than players though (and require more funding).
You can also create a company of your choice.
*For balance, companies can sell to any nation they wish, or both. However Space agencies may also request as per a contract that they do not sell any equipment to another space agency, or a specific one.

I have stats for the space agencies but they will be hidden!

Ideas also welcome.

*note to players, highly suggest reading some of the other posts. I will be incorporating nearly all the ideas, some of which I have probably left out of the current rules by mistake.

The overall rule: This is intended to be fairly freeform. You can do pretty much anything you wish, make deals however you want. The only fixed part are the mechanics for mission resolution, which I have gleaned from BARIS!

**All NPC companies will be equal at the beginning, but I will randomly pick some to have techologies already needed. Such as Space Shuttle, docking module, Soyuz.

***Generally if you use common sense, you can know the answer to most questions, but if you have any dont hesitate to ask.

*Any technology a company proposes will be analyzed by me and given stats for cost etc. This cannot be debated, it can either be accepted or declined.

I take: Reaction Engines Ltd. but can I also take Bigelow Aerospace?
SpacePlanes (I will call them AeroSpace  ;D) FTW!

Proposing a program for a new HOTOL AeroSpace, capable of SSTO. It will be able to get into space, re-enter, and get back into working condition in 2 days. (link on approximate project) These will use engines similar to the SABRE.
This new project will help lower satellite costs. We will most likely not be selling this, but instead give lower-pay access to funders. We may reconsider though.

Example program for company:

I am proposing the start of a program called  Alpha, this would be a Capsule which has a weight of 2(payload), a max safety value of 95% and Solar panels

Then ill come back and say

That will cost 80B dollars to start, 20 to build each one and begin with a safety factor of 5%+(d12)

*The company can choose to use high quality materials and manpower for additional 25% cost, this will save any one malfunction in that equipment on each mission. This is hidden, the company can state it is using high quality materials or not.
They can also use poor quality materials and manpower for a 35% discount in cost. It will lower the safety factor of that equipment by 15%, this will be hidden.

If a malfunction happens and the equipment of high quality saves it, this will be stated in the report. If it malfunctions and the poor quality was enacted, this will also be stated in the report.

This is a random example, it's not calculated correctly it's just to show the basic formula.  It doesnt have to be like this, its just an example to show your intentions of what you want product you want in the end.

Space agency funding begins at a set amount each quarter, companys funding increases is a dice roll between -5% and +10% of its current income + a small lump sum each quarter from investors (effected by events like space agency showing interest in its program+dice roll)

These are currently hidden, some will be announced like the space agency funding. Corperate money will be hidden, though events related may be in the news!

For private things I will PM people a small report each turn.
