[mod]Adamantine... shovel?

This is a strange bug, related to modding.

When elves are given digging implements (so as to have them survive in fort mode), they start doing weird things with them.

Firstly, the material selector for initial embark items can select any of the available metals for them. With a weird preference for [DEEP] ones. While the implements themselves are not listed anywhere in new embark item lists.

Second, trading elves that come to you periodically have their digging tools for sale (shovels, in this case), that are made (primarily) out of stuff like adamantine and the supermetals they can find in the Minerals mod as well, all of which are marked [DEEP].

It may or may not be relevant, but the shovel "weapon" has "can_stone" in it, so as to permit its crafting. The base of the problem though is the conflict between the lack of [METAL_PREF] and the presence of a digging tool. Seems like the game absolutely wants to have them added, but can't use wood, as elves do with all their equipment?

A random metal is chosen for digging implements if it can't find something appropriate.  Metal is forced, unlike with regular weapons.  Other than DIGGER on the metal, it doesn't recognize anything else at this point.

So, techncally, adding MINOR_METAL should at least limit them to the lower-spec metals... Alright then.
