Is the task Build Animal Trap?  Carpenters don't do that.  Trappers do.

They don't build anything else either.

Is the carpenter's workshop built in such a way that it obstructs pathing?

Is the material that the workshop is made out of forbidden?

Is the labor actually set properly?  An immigrant may be called Carpenter but might not have the labor set.

No, it does not obstruct the area around it.

Oh man we really need to think about this.

Is this a modded game?  Maybe something got messed up in the raws.

Is he wounded?  He might not be able to pick up anything.

No medical records of injuries, and he isn't wounded at all.

Just once, to build a few beds, then suddenly gave up.

I've never dealt with the workshop profile, so I left it alone for the most of the time.

Nope, he's remained civilian the whole time we embarked.

Punch your computer and see if he works then.

I did, all that came out was a purple flash and the next thing I knew I was lying on the ground with a dead Dragon in my bed.

It occurs to me that the carpenter could have other labours enabled. By default, dwarves have hauling, basic medical care and cleaning enabled. It's possible that the dwarf's personality is so disposed that he'd select cleaning, caring, or hauling over carpentry. It's also possible that he'd select a job which would be immediately cancelled due to lack of materials or some other thing being forbidden or inaccessible. For example, he might want to clean, but there isn't any available soap or water or buckets. Of course this would show up in announcements, but you might have some announcements disabled.
