How do I get the Humans and Elves to declare war on me?

I asked this question on reddit.com/r/dwarffortress but there are more posts here so I figured it was worth a shot.

I'm running vanilla 31.18 and I've been slaughtering the human and elven caravans for the past 3 years or so, but they just keep coming... will they start sieging me at some point or is there a different way to go about it?

Try and kill their diplomats as well.

With the elfs try this, let your baron/what ever meet and if they ask you to limit your tree cutting do so then intentionally break the agreement by cutting lots of trees.

The Humans and Elves actually haven't been sending any diplomats (the dwarves do though)... I'm a duchy, is that normal?

I think elf diplomacy is broken right now, so they don't send diplomats.

But the humans should be sending them, they should be coming at a slightly different time than the caravan, and should be announced.

Slaughtering the human caravans will eventually make them siege you, the easier is killing the diplomat. With elves, you'll need to fix their diplomat(it's a raw mod that I can't find ATM), then agree to the tree limit and then break it. If you're lucky enough to have the goblins at peace with you, then you're unlikely to get them to siege you in any way.

Hmm well like I said I am playing 31.18 and in this fortress I have yet to see a human diplomat (but many human merchants).

Just keep waiting and keep increasing your fort value. Eventually, a human diplomat may come.  ;)

quick update: the king finally came so I'm a mountainhome now.. still no human diplomats (value is 3.2 M)

Check the human civilization to see if it has any leaders. If it doesn't, I'm fairly sure you'll never get a diplomat from them.

Yeah, and since civilizations never seem to appoint new leaders after world gen you end up with lots of human fortresses without a lord/lady to give you quests in adventure mode. Still even without a diplomat killing the caravan often enough and never letting them leave with profit should eventually lead to war.
