Dwarves will clear construction sites of objects but not

Whenever I start a fortress on a map with surface magma I immediatly wall off the vent to keep the imps and whatnot in. Problem is my fortress leader has a pack of war dogs assigned to him, when he goes up to build a wall the dogs stand on top of it and block him. Problem is he just stands there and does absolutly nothing until the job gets dropped from hunger or the dog decides to move.

This also applies to removing floors/chanelling. Its only a problem in tight spaces but can it be fixed?

A similar notion, but quite certainly a lot harder to fix: have a dwarf be able to momentarily take stuff flagged for use by someone else. In an extreme case, I've had a building site blocked by a seed. I know that real life has nothing to do with DF, but for goodness sake, a worker should be able to move away stuff that prevents his work, no matter what is to be done with it, providing all he does is move it and drop it. Miners have already taken a step in the right direction, postponing (not cancelling) a channel task, if the tile they dig contains a creature.

Maybe forbidding and reclaiming the item blocking the site would help here? I've noticed that this clears an item's "being used in a task" (TSK) status at least for items inside workshops.
