Bio: A human psychological weapon. Just plain insane, and has the mentality of a possessed clown. Want alien fertilizer? He's your man to make some available.

EDIT:
Looking at the list we have so far, we're going to have closets full of grenades and HE bombs. The skyrangers are going to become flying nukes. No smoking and nothing that generates any static charge, or else we're all going to die before we get any kills.
