I can't go back to the slammer!

So my fortress is probably in its 5th or 6th year now, I have lost track. It is by far my favourite, but something appears to be wrong:
 I have a full-sized jailhouse which is assigned for [J]ustice and has plenty of cages. These cages have only been used once, however, in the 3-4 years that the jail has been active.

My Baroness is great and makes no bad mandates, but other than that, no !!Justice!! seems to be happening in my fort.

A year ago, a nothing-special smithy violated a steel bolt mandate from the mayor (I was in the middle of a big cotton-candy equipment creation) and was put in the lock-up for a month, where he eventually starved to death/died from dehydration due to all of my haulers being set to create a giant, bauxite apartment complex, and all of my doctors/nurses tending to post-siege wounded  ::).

Since then, there has been no beatings, no fights, and no dwarves locked up, and there had been none before that either.

If it helps, my captain of the guard position was given from the [N]oble screen instead of the [M]ilitary screen, and thus the Captain of the Guard squad in the military screen is not being used.

My military consists of a legendary/veteran melee squad of various weapons, a back-up militia of haulers with knifes, and a marksdwarf squad with a single hammerdwarf (my captain).

I know that I have breeched mandates and some dwarves should have been punished, but it never happens and the worst thing to happen at this point would be to have my great fortress taken down my tantrums and riots.

Have I done something wrong by not keeping my captain of the guard and army separate? Should I put him in the Guard squad with other guards to help him? Are there any common bugs with justice? Anything would be nice, especially your experiences with justice, because I have no idea what I should be expecting.

Go to the (z)->Justice screen and see if there are dwarves who have committed crimes, that haven't been arrested. If that is the case, then add a new squad, commanded by your Captain of the Guard. These will become police, that do the arresting.

If that is not the case, then there aren't any crimes to be punished.

Not candy cane hammers. Wood hammers. Feather wood hammers. It's like being beat up by 10 cops with pillows. Except they'll bash your skull in sooner or later.

You can't make wooden weapons, and the elves don't make hammers.

Can't you make training hammers out of wood?

No. I won't bother to find the quote from Toady, but he said something about stopping himself from adding training maces and hammers because it was really dumb, given that the only difference between training weapons and their dwarf-makeable real-weapon equivalents is that any edged attacks become blunt.

EDIT: Also material.

I disagree with wooden weapons; in fact i think that's a great idea to add in at least wooden maces; that would be the equivalent of police baton's.  Anyway to add this into the game via raw?

Though having wooden maces, well though would technically be clubs but either way, wouldn't be that bad of an idea as actual simple weapons. Might make for great emergency weapons one you accidently embark somewhere that causes the goblinite to start rolling in rather early....

I got the issue sorted out by creating a new Guard squad in the proper squad selection.
I chose to arm my cops with leather armour, bronze bucklers, and I made some featherwood spears for them.

They are now viciously beating the deer in my forest to death until my craftsdwarf doesn't get the bodyparts/wood/stone blocks that his mood asks for, and he starts breaking stuff :)

Put this at the end of your item_weapon raw, and add [WEAPON:ITEM_WEAPON_BATON] to your entity file under mountain. You'll be able to make them at carpenter's workshops.

P.S.: You can change skill to MACE or HAMMER if you want, I just thought sword best approximated how police batons are used.

Can't you make training hammers out of wood?
No, but wooden crossbows can substitute. I think.

In case anyone's interested, here's version 2 of the baton, now with improved realism and some attempt at combat balancing. Like all wooden weapons, it mostly gets deflected by clothing, but
it will occasionally make it though and bruise something. A lucky strike to an unprotected head can even cause death, but in practice, beatings will generally be non-fatal.
