Artifact gauntlets are also made individually.

I was also under the impression that body armor took more material than the other armor pieces (2 for chain shirts, 3 for plate). has toady changed this, or is adamantium an exception to that rule?
It's a bug. Everything that requires metal requires one bar. Pretty useful, actually.

To condense: Artifacts are indvidual, anything you commission at a forge is done in pairs.  This doesn't apply to arena mode: if you spawn them with a single gauntlet/boot entry in the gear list, they only get one.

It's a lot easier to understand if you figure that the default action is to create one gauntlet or boot, but the forge jobs are hardcoded to create a pair.

As for the OP: import all available flux, and bump up demand for instruments, toys and crafts from the mountainhome.  If you're producing a lot of value you'll be able to buy all the steel junk they bring.  Lots of it will be decorated and cost thousands of dorfbux, but it's worth it if you don't have any other way to get steel.
