Related to this:  I'd really love a global option to discard things at a certain level of damage (perhaps sparing things above a certain level of quality).  It could be under Refuse Options.

So, for instance, I could say:

IF a piece of clothing is XdamagedX or worse, and of +fine quality+ or worse, and IF there is a replacement for it available in a stockpile, throw the old one in a trash heap and claim the new one.

The user can choose what damage level and what quality level they want as their minimums, or just turn off the option entirely.

That way, players who are careful to make lots of clothing at the workshop are duly rewarded for it, and players who don't care about naked dwarves or dwarves upset about rotting clothing can play as they always have.

The dwarves don't often do exactly as you wish in this game, and when to discard their own clothing strikes to me as a decision that would be up to each individual dwarf, not the player.

Can't you just Forbid their old clothes to force the dwarves to remove them? Then you can make more clothes or not, as you wish.

No, they don't remove their own belongings even if you forbid them.

maybe we can come up with a util that removes rotton clothing possessions (for all dwarves)?  I'm not sure yet, but, there may be enough memory hacking info to do it.  Not sure if they will drop clothing that they don't own though.

I think a temporary fix would be to disable unhappy thoughts from old clothes, but leave in unhappy thoughts from being naked.

there are no unhappy thoughts from being naked right now, because (from what I hear) that was buggy too and dwarves would throw tantrums and such when they went to change clothes.

so yeah.

This clothing issue and the seed/bag issue are the two most heinous items on my list right now.  Sure, other features don't work or are disabled, but they don't affect the game as these two do.
