Its a feature introduced in AW: Dual Strike.

In short, you can opt to end your turn by switching COs. this alters the army's specialty. If both their CO powers get built up, you move twice in a turn (three times if you have eagle).

You can have a win condition being to hold so many properties, this one is obviously geared towards total annihalation.

But seriously, it'll be a bit more balanced when we have both sides contesting for that center island.

Remember, your aim is to try and cloaim the enemy HQs, or put them into a stalemane in which they cannot make any move, usually by claiming all of their unit-creating Factories, Ports and Airports.

yes, an army is defeated if their HQ is captured, or they have no units left. I don't know whether they need to lose the ability to make more as well, but it's a good idea to block all the production centers anyway.
