What I want to know is IRL. Why is the penalty for attempted murder less than that for murder? You're rewarded for being incompetent.

I don't think Graffiti should be a juice hit.  It should be a crime at L+ but shouldn't cost you juice.  Firing guns on the other hand...

That actually makes me think about how we could use the Rehabilitation Center that replaces the Jail and Reeducation Camp. I imagine they wouldn't torture your liberals, so... what could it do?

IT does exist, but it's not visible in-game. 

It's actually where "executed" liberals go, where the insidious moderates begin the process of turning elves awesome liberal guys into orcs Police Negotiators for when the liberals rise to power, then they corrupt the world with moderate teachings... FEAR THE MODERATES!

Of course, the process is just constant repition of "HOW ABOUT A FAIR TRIAL? HOW ABOUT A FAIR TRIAL?" constantly, they are only allowed to sleep for an hour every 3 days, in which time food and drink is pumped into their bodies. That's why you don't want the "death" penalty.

Actually, it is visible in game. It replaces the Jail when death penalty reaches L+.

We're lucky the game doesn't ever get that far, only L+!

Elite Liberal shoes: moccasins made out of renewable materials. Will be reused as food after they become too worn. Yum!
Elite Liberal car: electric cars. Acquiring one legally requires a certificate, which in turn is handed to only those who really need the car.
Elite Liberal bike: to conserve natural resources, bicycles are converted to unicycles. Motorbikes are only found in museums.
