perhaps this is a foolish question

I notice the submitted bug reports are color coded--could anyone describe what they mean?  The legend is not listed on the bug report listing screen.

Green is resolved
Yellow is open
Purple is non-reproducable

In that case...

000391 ▪ (0.27.176.38a) [dwarf mode][jobs][activity zones]    dwarf tries to fill pond from same activity zone as water source

is green.  I am using 38b and have this issue.  I routinely see my dwarfs lower the bucket from the well into the pond, fill up, walk to the designated pit/pond spot of the water source, and dump it in, and then do it again and again.  The bucket is filled 7/7 (dang big bucket) and the spot that gets poured into goes dark blue and animates for a bit, goes to 4/7 instead of 3/7, then gets back to 3/7 when he draws water from the adjacent square that the well is situated on, as the water level equalizes.

I think that's because a well is considered a separate water source. The dwarves don't know that it's drawing from the same place they're trying to fill.

At the very least, they do run around and grab water from other sources.  They seem to prefer using a well to retrieve water to pour into a pond.
