I discovered some interesting things about quality when I was setting up farms earlier.

The TL and quality of stuff you grow at farms is set in stone on the world, separate from just sunlight and water and equal to whatever the native plant life is there (although it still applies to non-plant stuff, like milk). It doesn't change the quality all that much, because it takes the 10x water and 10x sunlight and then adds the 1x for the baseline resource. It looks to be water QL x10 + sunlight ql x10 + base resource ql all divided by 21. The kicker is it still limits the TL, even though it plays a very minor role in actual quality level.

For instance, I tried to grow fertilizer on one world and it was apparently such a crappy fertilizer spot that it was limiting the fertilizer to TL3, even though the farm itself and other ingredients were higher. Grain was also limited at a low TL on that world.

I swear it wasn't me, I hadn't even made my stack of 100 ships to walk to my space station yet...
I'm still waiting on my 1-12 multisize/purpose ship carrier to be made!
