Maybe it has to do with the goblin having a title that doesn't have to do with military?

Bax Atuongo has mandated a siege.
Bax Atuongo demands 10 dwarf children. 
Bax Atuongo has mandated the construction of 3 dwarf bone items. 



Mace Goblin:  Pull the lever!
Spear Goblin:  We don't have a lever.
Mace Goblin:  Release the GCS then!
Spear Goblin:  We don't have those either.
Mace Goblin:  What do we have?!?
Spear Goblin:  You have a mace...

The Dwarves and Goblins need to settle their differences by slaughtering a few elven nobles. Best of both worlds right there.

I saw this happen once two, but not to a law giver.  Two squads showed up and immediately turned on their elite squad captains, then left as soon as they were dead.  Everyone involved was a goblin.

In my current fort every time there is an ambush, I get a few goblin squads all with human leaders. Depending on whether the leaders make it off map after being attacked by their squads the squads will then either charge or camp at the map edge. This is very annoying as it creates stealthed squads camping at the map edge along with corpses my dwarf want to pick up. So i have to patrol the whole map after every ambush just so my dwarfs can go outside again. The sieges have no law-givers/generals however as the goblin civ has no leader, so at least the sieges are loyalty cascade free.
My guess is the human civ got wiped out by the goblins as there is no human civ on the civ screen. Why the kidnapped humans are still at war with the goblins doesn't make sense then as they have no parent civ anymore tho.

Historically, the goblins tend to fight between them for the most stupid reasons, but mainly for leadership, food or loot

The bug really seems to be that historical members of the goblin civ are considered to be of a different civilization than the goblins generated from scratch for each siege or ambush.

Goblins and dwarves have more in common then you might think! Goblins also enjoy magma, and use it in large construction, then pour water over it to build cast obsidian towers. Come on, that's dwarfy.

Not like those darn elves, who the goblins also hate.
