Hello! Half the soldiers I recruited have a low intelligence. So I was wondering: Is the stereotype that soldiers are morons exists in the US (we have that stereotype in France), or was it just the RNG playing with me?

Its more of a balance in stats.  If the soldiers have high Strength, Agility, and/or Health, they are more likely to have a really bad stat in the other categories, like Charm or Intelligence.  Opposite can be said of the 'geekier' jobs.  Only super mutants can be good at everything(or total garbage at everything). 
At least from my experience.

This is precisely correct. Soldiers spend some of their pool of attribute points on high physical stats to ensure they are good at being soldiers, but that comes at the expense of not being able to spend those points on good mental stats.

I've a quick noob question. What does the number [2] after my stolen armor mean? I know what the 'D' means, damaged, but not the '2'.

[2] means "second rate". That means bad quality stuff. Not as good as a first rate item, for disguise or protection.

I have a few questions too:

1. When I kidnap someone for interrogation, the menu for the lights, food and water don't show up, why does this happen?

R---> A (Assuming that you have only one squad). From there you can pick up to 5 other members that are at the location of the squad's member. If you have more than 5, create a new squad by going R---> Z and selecting the members.

Ok, figured it out. This game ended when the cops assaulted a homeless shelter leading to a brawl in the hall, killing 10 cops and all my Liberals.

Is there any way to raise a character's max skill level in any specific skill?

I believe it depends on their stats. Characters with a high charisma will have a higher max skill limit for persuasion and seduction. So unless you gain alot of juice for a character, you can't raise their max skill limit.
