How about laws?
like you could turn off/on immigration, spare babies, execute/dismiss chosen dorfs? and maybe you'd have a office of immigration and migration minister. every migrant would have to be accepted in your community by a visit to your migration office, if you have one

I don't think your own settlement should have ultimate say over everything. Really, something like this should wait until we have laws that vary between civilizations/duchies/baronies/etc., so it's more hierarchical and makes more sense.

maybe when king/queen arrives you'd be able to set laws?

It'd be nice if you were given a menu with laws much like the import request thing is, to where you can adjust how severe or relaxed a law is.
