I've got a FAQ here that shows the table for promotion requirements. You need 4 Recruit- or Squaddie-rank people to get a Squad Leader. I guess existing SLs and above don't count. And only up to 5 people can promote from a mission.

Aye. Let's kill those bastards. And when you think those cultists are about to strike back, give Psyke, Diablo, and that other crime team some money so they like you for a bit. Then, Sirius  will be crushed under the combined might of 3 crime teams, and we'll get a double bonus out of it, since they'll be easy picking later, when the bonus wears off. At least, I think that's how politics work in Apoc.
