(detail) Way to make diplomacy/trade agreements faster

Liason/Diplomat can talk when expedition leader/mayor/whatever is eating/drinking. You know, nice diplomatic dinner where tree quotas are discussed by wooden table on wooden chairs.

Bonus points if liason/diplomat actually use table and chair next to you dwarf and eat too.

this could be a fix for people tired of seeing thier leader drinking rather than talking with the diplomat..

a Room designation to where both diplomat and leader can take their food/drink and eat... I mean people can talk and eat... why not dorfs?

I believe this would require implementing overlapping jobs, and is not simple and important enough for a quick fix. Also, if dwarfs could eat, drink, and talk at the same time, some people would complain about social skill increases and too many friendships.

A (typical?) workaround is to disable all jobs on your mayor, give him a set of luxurious room, put two small food stockpiles in his dining room: one for booze, and one for prepared meals, and burrow him there. He will of course still take time eating, drinking, and sleeping, but will have lots of free time to talk to diplomats. Also, both he, and the diplomat will be kept in a safe location. One downside I see is loneliness, and no increases in social stats, but if his burrow has main dining hall in it, that should fix it.
