Damn, installing FCOM is a lengthy process.

On the note of FCOM, am I missing something or did I download the wrong file or what?

I'm following its first time user's installation guide and I'm up to Martigen's Monster Mod.  It says to extract the Meshes/Sound/Textures folders and not any of the .esm or .esp files from the 3.5.5 version it told me to download.  Except it's entirely composed of .esm and .esp files with no Meshes/Sound/Textures folders to speak of.

I think I can manage everything past that, it's just this tripping me up.

If it would be beneficial, I could look into putting all the mods I threw together into a giant heaping ZIP, and upload it somewhere with generous filespace.

Actually, scratch that... my Data folder is just shy of 9 Gigs right now. Would need an exceptionally generous file-sharing thing. I have Oscuro's Oblivion Overhaul, Martigen's Monster Mod, Common Oblivion Library, and a crapload of graphical enhancement/gameplay tweaks after that.

I would love some more compilation mods out there...no one wants to. I have seen lists and all but no compilations.

It'd be neat to reupload them, but as I said my mod file is huge now. I also built mine around having a fairly high-end machine, so I don't know how well it would run elsewhere. My modding has also been a very messy process, so it's a bit tough for me to sort out what resources belong to what mod anymore (I haven't been doing good bookkeeping on it, I'm afraid). I've also been tweaking the mods I use a bit too; for instance, I made the equipment from the Armored Circlets mod into clothing amulets, and modded every piece of armor in Oblivion to not obscure amulets. The end result was a decorative piece of headwear that doesn't interfere with cloaks or Khajiti/Argonian tails, and can be enchanted to provide passive buffs. It's been populated into OOO leveled lists too, so NPCs will wear them as jewelry, which is cool... but there are still conflicts with armor in other mods that obscures it, so I'm not sure about sharing it.

I also had to change the text used in Real Hunger and Real Sleep, as it sounded like it was written by a preteen girl or something ("~Yaaaaaaawn! I am soooo sleepy!", or "Is that my tummy grumbling? I could go for a nice juicy steak!" Etc.) It's a neat little element to add to the Survival package I've got going on, but the message style was kinda breaking the whole immersion thing for me. I really wish I could have successfully removed their "Koffee" potion crap too, but you can't win them all.

Make sure you've downloaded the full 3.5.5 release. It should be 294mb. After that, go here and download MMM373BSA if you haven't already.

Something that doesn't seem to be mentioned anywhere: Once you're done with the rest of the MMM stuff, create a dummy MMM.esp (just open the CS -> open -> Oblivion.esm -> wait for it to load -> save as -> MMM.esp, or look for one online, it took me about three minutes to do so) and activate it. This will prompt the game to load MMM.bsa when it starts up (skip doing this and you won't have any of the MMM data loaded regardless of which plugins you're using, which will render the game unplayable).

I made the equipment from the Armored Circlets mod into clothing amulets

I thought this was part of the latest version of that mod. Perhaps it was a remake or something.

modded every piece of armor in Oblivion to not obscure amulets

If you're not aware, you can do this via Wrye Bash (just in case you were insane enough to do it manually).

._. ermmm....

*clears throat* I never got the hang of installing WyreBash, I'm afraid. The instructions were all really condescending and unhelpful.

Bash is the easiest means of making sure things are merged properly. Unless you've taken special measures to make sure everything's compatible, you're probably missing out on at least some content.

Were these the instructions you saw? They seem fairly straightforward to me.
