What kind of improvements could we have for apartments, so that they're more useful? I would like your ideas; a couple that come to mind are internet access, so your hackers can work, and the ability to do jobs in that district without a car.

Hmm... Maybe if the conservatives suspect you're there, rather than doing a full on siege, they search random apartments. Basically rather than a raid being instant attack you have a chance to escape risk free?

Would that mean that internet access would be restricted otherwise and/or ability to do jobs in other districts

The disability to do jobs in other districts seems a bit harsh, but maybe you need to pay a bus pass/person who goes to other districts

I would suggest something just like that. If you're working from the shelter and doing internet stuff you effectively have to go to the library, so you pay $5 a day to ride the bus, just like Art requires you spend some money on art supplies. If you have an apartment, then you pay no fee.

This would only impact the shelters, ghettos, etc.

This is an Alder Omelette. All craftsdwarfship is of highest quality. It is encircled with bands of cheese. It menaces with spikes of bacon, ham, and peppers. On the object is an image of dwarves in egg white. The dwarves are eating.

Suburbia is conservative and the LCS will make sure to demolish it as soon as they take over the country.

Maybe there could be a game mechanic to make it useful to have a hideout in a particular area.  All the free hideouts (except the captured ones) are in the industrial district.  This would mean that a cheap apartment in the university district or downtown would be a boast because you'd probably want to invest in one anyway.  Not sure what the mechanic should be though.  Boost to raid potency in the area?  Easier time escaping?  Can't raid without a base of operations?

The benefits currently provided by apartments would be a good reward for getting a landlord sleeper.

The current price of apartments would be a fair price for... beats me. Total heat protection but risk being attacked by landlord's thugs instead?

Total heat protection would be worth a lot more then a current apartment price.  Just put six hackers there and roll in the dough.

Re: Improvements.

-Underground Storage. Allows for more site storage and/or better secrecy.

-Cameras. Slightly reduce the chance a raid will actually occur when generated.

-Heavy duty doors. Slightly modify the results of a police raid in favor of the defending squad.

-Triage lab. Slightly decrease the time spent healing while at the site, or increases the value of resting at the site.

-Dungeon. Slightly increases the effectiveness of interrogations at the site, but also decreases secrecy slightly.

-Conservative Furnishings. Slightly increases the chances of a successful conversation when talking with prospective members at
the site. Slightly increases secrecy. (Very expensive.)

-Multimedia classroom/Rec Room/?. Slightly improves the rate and/or value of training classes held at the site. (Variable types to cover different skill groups, so players can't get a straight training bonus to all groups by just building one kind.)

-Sound Proofing. Moderately increases the secrecy rating of the site.

Furthermore, since we might have multiples kinds of improvements to buy, I think every site should be rated on the # of improvements it can have.

I.e:

Homeless Shelter - 0
Crack House - 1
Abandoned Properties - 2
Low End Apartments - 3
High End Apartments - 4
Mansion?! - ???

Suburbia is conservative and the LCS will make sure to demolish it as soon as they take over the country.

Actually, the Suburbs really ARE Arch-Conservative.  The whole point of the suburbs is to allow the whities to live away from the blacks.  And one really would expect the LCS to demolish the suburbs should they take over.

Boost to raid potency in the area?  Easier time escaping?

Actually, I always wondered how my squad could successfully flee from the downtown police station if they needed to flee all the way back to the Industrial district:

Police Officer 1: Now where did those LCS criminals go?
Police Officer 2: There they are!  At the northbound bus terminal!
*Fight Begins*

One other idea: Perhaps when raiding sites where the LCS has a safehouse, perhaps the squad can decide whether they want to go in during the morning (few people, medium alarm rate), afternoon (lots of people, low alarm rate), or night (almost nobody there, but certain to have alarm raised if caught).

It makes sense for two reasons:
1) If the LCS has to go to and from a safehouse on the other side of town, they pretty much always have to raid during the afternoon, as they can't get there sooner, and would be unable to get back to the safehouse before the next day if they left later.
2) Locations near the LCS safehouse would be easier to "scope out", so the squad could schedule their raid during shift changes, when security is the most lax.

That would be awesome to get more upgrades (and cheap ones) for every safehouse, and different for various safehouse types. I really love customization, and ability to tweak a safehouse sounds like a really fun thing to do.

P.S. Also a limit to allowed members would be nice. I can see a dozen of people gathering in slums with ease, but I don't think it could happen in Tenpenni Apartments :).

Also while we are at it, a 1 day time to move items between safehouses would be nice. It's not realistic now. A better interface may be required for this though.

You could just remove the "move item" option all together and require a liberal to carry it over.

My ideas, although crappy:

-Internet access, for one. Safehouses would not have Internet access, but would be granted if given a generator and a front for the location. However, once heat passes a certain limit, law enforcement authorities may and will cut off such access from the location. However, apartments will not be subject to this rule and will always be given internet access.

-Early warnings: In higher-class apartments, there will be notices given to landlords regarding raids. If the landlord has been converted, then it would be possible to be able to see raids on an apartment before it happens and prepare for it (evacuate the place, basically). The exception, of course, would be when the DETH squads are active.

-New raid mechanics: Raids on apartments would work in a slightly different manner. When enough heat gathers and the apartment is raided, surrendering to the police would be a valid, and sometimes smart, option. Unless any illegal objects or people are in the area, police will leave the people in the apartment alone, and heat will reset. However, if the landlord is not converted, or someone with illegal activity is found, then everyone who had previously stayed in the apartment for the last three months or so would get a crime: "Affiliation with illegal activities" or something like that. Having hacked using an apartment previously would automatically get everyone in the apartment at the time with the hacking crime. xD. Something like that.

-Meetings: Living in a certain district can give you a bonus or a penalty when having meetings with other people, or even dates. Nobody likes to go all the way to the industrial sector to have a meeting. Lawyers and corporate executives are much more likely to listen to the words of someone who live in a fancy apartment than someone who lives in the homeless shelter.

The current inventory is a bit weird for that matter, it would be nice if people could carry additional items with them. I would like my guy to carry a spare outfit for a mission to change, for example.
