My new idea on the subject: add a new history,
a) inherit house from parents
b) take a quick course on debate (+1 to persuasion -- thus making the can't persaude difficulty negated)
c) I dunno-- some other bug?
d) all of the above
e) none of the above

(or instead of c being a positive there could be a difficulty [d would be a&b])

There are already two character creation options that start you with rent-free safehouses -- one starts you with your own gang hideout, the other starts you in the homeless shelter. Offering a free safehouse as an alternative option seems redundant to me. I was thinking that we would change the options that start you with expensive safehouses to make those no longer burdensome, rather than ensure there's a choice to get a free one.

Perhaps an alternative would be to somehow enhance the value of these apartments, so that starting with one at a discount is a substantial bonus.

I say make the apartments better but don't make them rent free.

It's true that the apartments don't give much, but this is the set of forums that believes that losing is fun, so give us the chance to lose.  (that doesn't mean don't give the others the choice to win)
