The most useless immigrants for me are peasants with no combat ability, just useless social skills.

Also, I usually delegate most of the jobs to specialists (especially mining, as every stone is useful) while, depending on what I'm doing in that particular fort, I'll usually turn on masonry for the unskilled masses so they can aid in building walls and towers and what-not.

Dwarf Therapist called him an adequate UNKNOWN, but the game itself called him an adequate Military Tactician...

He became my bookkeeper.

Seriously I have 50 dwarves and 2 legendary miners. I don't want to train more since I'll lose out on stone with them not getting one as they mine :/

If you have any soil layers, have the new guys train on it. No stone to lose and it trains faster than on rock.

Had a legendary fish dissector (in a desert biome) that got attacked and beaten by an animal (think it was an elk or something) on his way in as a migrant. 

Managed to kill it, but ended up in hospital unable to walk.  Not only useless skills, and me unable to get him to do anything useful, but he actually consumes food & stuff...

Just got a peasant.  With 0 skills.  And I checked his profile and all the mental and phys attributes were at the lowest they can GET.

Uh, if you need more miners, couldn't you make a danger room, assign a few dwarves to it, order them to train with weapons and forbid all weapons except for picks to force them to level mining?
On topic, I once got a peasant who only had the intimidator skill.  How do you become an accomplished intimidator without doing anything else is beyond me, but my guess is he scared everyone so much that they exiled him to my fort

They became immigrants because they could not make a living at the mountainhome. That's why all of the immigrants are useless.
