Pressure issues

So I've been working with new flooding syste- I mean, defensive measures, and I've run into a slight problem with my water wheels. I think.

The answer is probably really obvious, but here's the deal so far:
Running channels from a river, using flow to power waterwheels and raise the water to the next level, repeat. I know I've done this before, but it's been months since I last played (computer went all "Possessed by Elder Gods" on me). Anyway, the water isn't powering the next wheel above it after the first. I'm thinking it's because I have the next level of water wheel overtop a 6x6 chamber of water, rather than in the 1x10 pathway I have the water travelling through.

This is frustrating. I was really hoping the have a self-cleaning gobbo grinder hallway set up by spring.
