They can't just pause the war and train.

Railgun is done, but lacks full power for all of the time due to lack of full power in the surplus generators. dangerous shorting out and jamming possible.

This was supposed to be a personal sniper railgun. It had batteries.
But meh.
Set it up on a tripod mount at my gate. It shall be a crew-served weapon, if nothing else!

Well, batteries won't last that long. but ok, it has full power all the time until the battries die.

for reference (and because i felt like adding some extra background stuff in):

Electrical Report, Year DOOM 1002
Horrible doomy doom monsters, just as we're finally self-sufficient! Noes!

*ahem* The report is as follows:
Surplus/Backup generators: Destroyed. AAAHH MONSTERS!
Main In-dome generators: 100% operational.
Normal electrical use: 25% of current remaining power.
Reserve Backup: 50% of remaining power, just enough to power everything for a month at minimum power if all else lost.
Improvised Anti-Air Outer Dome Electrification (IAAODE):20%, prone to irregularities in defensiveness. Will need to be deactivated if dome is breached, so as not to lightning blast any of us near the possible breach.
Unused:5%, just in case of a sudden spike in power usage in the IAAODE, or any other important systems. alternate use: Monster stunning.

That "Normal electrical use" is only entirely necessary, such as irrigation and overall lighting, right? No civilians feeling like their computer use is more important than the dome's wellbeing?

The engineer might have fudged that number a bit to give him/friends a few volts extra, or may have not. Either way, it all still adds up to 100%, so theres no overusage and thus Its probably fine for now.

For a possible alternative energy source, nerve synapses?  They use electricity to transfer what they feel so if we hook them up, then torture the guy, can we get electricity?

Let's not torture the survivors for minimal energy rty. Trying to extract power from a living being is highly inefficient, and often you'll lose power trying to keep the source alive.
