Construction "already present" (but not)

I'm trying to add a second story to a building I've constructed outdoors, but several of the squares on the roof (most of them near the partly-constructed wall up there already), when I try to build a wall on them, give me the "construction already present" indication.

There's nothing there, and no construction pending, to the best of my ability to determine.

Are you trying to rewall over floor that you added yourself? (a floor not automatically created by walls below) There can only be ONE construction in any given tile, so a tile can either be a Wall OR a floor, but not both. Just building a Wall over the hole where a floor is supposed to be works fine. (although you might have to remove some floor tiles, which is currently dangerous)

If that isn't your problem, then yes, it probably is a bug.

Building a 2nd floor is tricky.  You cannot build a wall on top of a manually constructed floor.  You can only build walls on top of other walls, or over open spaces.  You may need to remove existing floor tiles in order to build new walls.  Be careful removing the floors, though - your dwarves will fall through at least one level.  Usually they'll be stunned for a second and then be fine.

Ive had problems where I have removed a constructed fortification that was itself on top of another constructed wall.  Trying to replace it gave the 'construction already present' error.  I then noticed there was a constructed floor.  I removed that floor as well, which left me with a soil patch.

Obviously this confused me because this was in a tower a few levels above the ground.  I started to play around with it and dug a channel, which finally revealed the top of the wall below.  Alas, I still got the same error and could never build there again.

I just figured it was because I was running a 33c save on version 33d.
