Cursed armor set

Hello,
I seem to have a cursed steel armor set. No dwarf wants to use it. I have a small military of 4 dwarves and 4 sets of steel armor (helm, breastplate, greaves, gauntlets, high boots) for them, 3 of them wear it but the fourth set is unused. It's not like it is forbidden or they can path to it, it's in the same bin like the other armor was. Also the whole squad is set to equip steel armor. I think it is the set I forged early in the game for my militia commander, my only soldier at that time. He already did not want to use it but now he's not part of my military anymore.
So what's wrong here?

Forbid and unforbid the armor set.

and/or

Dump and reclaim the set. See if any dwarf will even haul the armor.

I did that, they haul it perfectly fine. I also added another soldier to the squad who ignores the armor.

If I were you I'd be tired of this crap by now and would've melted the armor down.

try posting a screen of the armor

Try reassigning your soldiers' uniforms - this will flush out all of their equipment and force them to re-equip from scratch.

By the way, it sounds like your soldiers' upper arms are unprotected.  Complete armor sets should include chainmail.  Breastplates only cover the torso.

Quiettrust is right. Sometimes equipment is reserved for non-existent, or phantom squad member. When you ever remove a member from a squad. go to the military screen, then equipment, then uniform. Assign the vacant spot in the list, no uniform. this will save you grief, when a dwarf has a baby, and she still wants to wear the steel regalia, even if assigned a archers uniform, in another squad

Deleting the uniform, completely unequipping them, recreating the uniform and assigning it to the whole squad didn't help either. I think i had the squad deleted at some point too to no avail. Anyway, I just melted it down in the end...
