I am growing sun berries in terrifying biome

Is this normal? No change to raws.

Yes.
It's the same as breeding camels on a glacier. They don't naturally pop up there but with some dwarven intervention/trade anything can grow anywhere.

Though it seems this only works with plants labelled as 'good' or 'evil'. I have desert plants in my mod that refuse to grow anywhere else, even from seeds.

Well yeah. All above-ground plants have BIOME:NOT_FREEZING by default, and you can't grow them in freezing biomes (or oceans, lakes, or mountains). The biome tag tells the game where the plant can grow, the [GOOD][EVIL][SAVAGE] tags (sun berries, sliver barb, whip vine) tell it where it can grow naturally.

In case you're interested, the NOT_FREEZING biome consists of all land biomes except for mountains, glaciers, and tundras - the actual climate is irrelevant.

If it is frozen all year round it is glacier or tundra (unless mountain/ocean.) Places that are frozen for all year except for just a few frames of Summer do not count as this type of frozen.

As long as the biome isn't "Mountain", "Glacier", or "Tundra" (or an ocean or lake) on the Embark screen, it counts as "not freezing", regardless of the climate.
