Uh....

Number 3.

Nope.
It's number 3, but only because they've been doing it since 2004 and only recently put it on hold due to an international shitstorm.

Who are Romas anyway?  Are there still governments in the 21st century who give a shit about Gypsies?  How many can there be anymore?

You'd be surprised.  Like, say, a French friend of mine.

Seeing as the French managed to 10.000 of them back "home" last year, I'd say there's still a substantial population of Romas around.

Edit: Estimated total is in the 5 million or more.

There was a law, were French cities of certain sizes had to have gypsies camping grounds.

Nope, that one's true.

To make things more interesting, the Dutch also have a fingerprint exchange program running with the US. Interestingly enough, the US only keeps fingerprints for severe crimes...

That site almost seems like it's vindicating conspiracy theorists. Change "What's the harm" to "Look at how they're persecuting us!" and bam.

e: oh there, at the very bottom. One that actually shows a conspiracy theory harming someone other than the person who believed it.

It's number 3, but only because they've been doing it since 2004 and only recently put it on hold due to an international shitstorm.

Oh, they put it on hold? I hadn't heard about that.

More likely then you think. Storing fingerprints was originally intended to fight identity fraud, and now the focus has shifted to identification of potential criminals. Combine that with the fact that there have been a slew of cases of innocent convictions (for murder no less) based upon faulty interpretation of evidence and tunnel vision in the last 5 years, and I don't feel so safe any more.

I'm not sure how that relates to a fingerprint database.

The issue was with faulty interpretation of DNA and fingerprints in at least two cases. Not having to single out suspects before taking their fingerprints is likely to increase the chance of tunnel-vision, because you can now fit the suspect to the evidence instead of having to find the person matching the evidence amongst a group of likely suspects.

Fingerprint database = they haul in a suspect based purely on fingerprints, who they might not have had a reason to suspect for any other reason.  Sometimes of course it helps them catch the right guy.  But then again, sometimes it's still the wrong guy, and you know juries--if it looks like something CSI might have done, it must be true.
