Horrible rule of thumb. Some forms of Argon ARE radioactive. EG, ³⁹Argon, with a half-life of 269 years (in fact, there are only 3 stable forms of Argon.). In addition, the last noble gas, Radon is almost exclusively radioactive. The word you wanted was inert, which is partly inaccurate, but is what noble gasses are known for.

but argon 39 is extremely rare. Argon 40, which IS stable, makes up the vast majority of earth's argon, and when people refer to a chemical element by name, they mean the most common isotope almost always.
