Dwarves won't use some stockpiles not on ground level

I have stockpiles set up below ground and above ground level.  The below ground ones are located beneath my workshops, to contain raw materials.  The ones above ground level are next to the dining room, to store booze and prepared meals.

The underground stockpiles containing stone and wood are doing just fine.  The ones for food-type items, however, are not.  The dwarves won't bring the plants, meat, etc. downstairs into the stockpiles, and they won't bring booze and prepared meals upstairs (they're just sitting in the workshops).  They also will not bring seeds to the stockpile next to my upstairs farm.  To keep the food from rotting I tried putting a general food stockpile on the ground floor, and they are using that just fine.

What's more, all of the food stockpiles immediately get one barrel placed in them - one *empty* barrel.  The empty barrel sits there, the only object in each of my stockpiles, and the dwarves never touch it again.

I think that's a feature, not a bug. Dwarfs always place one barrel/bin in a stockpile that can store such things that are stored in bins.

I was just playing and had several empty barrels sitting in my food stockpile, while there were prepared food not being put into them. 50 biscuits just laying there... wouldn't want them to rot.

I don't mind the barrel thing so much, but it's really becoming an annoyance to have them not moving food between Z-levels.  I have ended up keeping it all in a big stockpile outside, walled in with constructed walls, so they all have to keep going outside to get their food, seeds, etc.

Is anyone else having this problem?

I'm having a similar problem, but in my case the food on the upper levels is being stored just fine, it's the furniture stockpile several floors down that's being ignored. My mason's shop is cluttered and I've got three dwarves with no jobs, but no one's moving anything.

*Has an idea*.  Are the unused stockpiles directly under/ above the associated workshops?  It might be testing only the x and y coordinates and concluding that the items are already in a stockpile.

My dwarves are having no trouble lugging furniture up from the depths to store in ground-level stockpiles.

Some of the stockpiles were directly underneath the workshops, but some were not.

What about the source of the items that are supposed to be hauled?  Are the workkshops where the items in question are made over a stockpile?

Only some of the time.  Things like foraged plants, picked outside and far away from the workshops and the stockpiles, will not be brought downstairs.  So it's not just stuff made in workshops, directly over stockpiles.

I can upload a save file if anyone wants to have a look.

I've been having a similar problem with dwarves refusing to recognize any customized stockpile. The basic stockpile settings work fine, but if I tweak any permissions on the stockpile, they utterly ignore it for whatever reason, leaving seed bags on the ground or what have you.

I just double-checked with the bugfix version and the stockpiles still are not working.  The above save file is of my first fortress, where I started having the problems, but I have been having trouble in my second one as well - some of the custom stockpiles are working fine, but not all of them.  Most notably, the stockpile for seeds is empty despite all the other stockpiles not allowing seeds - the seeds are just sitting on the original stockpile.

That's odd, as I have not had the same problem... Have you tried generating another world to see if it's just a gen bug?

The two fortresses are in two completely different worlds, each generated with a random seed.
