Fur is hard to do. It's possible they left it for last.

Well not really.
That's just a bunch of transparent polygons sticking out of the character model with a fur texture slapped on them. Very easy to make with virtually no performance hit. And it still looks pretty good to me, certainly a lot better than making the furry character completely smooth and then bumpmapping the fur texture. I guess it's possible they're going to add some fur before release, but I seriously doubt it. These are promo, hype-generating pictures that we're supposed to be awed at. I don't think they'd release them if the characters were missing such a prominent feature (and indeed almost all pre-release screenshots of B&W2 focused on the furry creatures to show just how better the game looked compared to the first game's smooth creatures). My guess is they just didn't bother.
