Custom Civ Doesn't Communicate

As the title says, a custom civilization doesn't communicate when attempting to interact with them in Adventure mode.

I've given them the [INTELLIGENT] tag as well as implementing [VARIABLE_POSITIONS:ALL] just in case there was something screwy with my own version of their hierarchy.

Thoughts?

They require a mouth now? No wonder my race of squirrel men were so unhappy! HOLD ON GUYS, I'M COMMING! I might add another wing to them, just to make up for it.
