You could run no-exotics to work around the dungeon master.  But does that only apply to tame animals?
As far as I can tell, an animal being tame or not makes no difference whatsoever as to whether it will breed.  [PET_EXOTIC] animals, wild or tame, won't breed without a Dungeon Master.  Animals which aren't [PET] or [PET_EXOTIC] don't seem to breed at all at the moment, wild or tame.

Nice one, not sure when I'll be feeling like killing a baby but these things are good to know.
