They probably have their reasons. Either there are more people than we would think with 3G in North Korea (which is not unlikely), or there are secret parts to the deal, or both.

I'm sure their spies stole 3G technology from the South Koreans and sold it to their people. Or Orascom Telecom will provide them with 3G, since 3G's pretty much the current generation.

I don't doubt you that he's politically savvy, most world leaders have some kind of political knowledge.

In downtown Pyongyang we have this monumental failure. It's the Ryugyong Hotel, a 105 story pyramid meant to impress visitors and citizens alike. Except they ran out of money so it's been standing there half finished for two decades. Look at the shadow for a sense of the scale. Also, there's already 2-3 other oversized hotels in town but only 1000 visitors per year.
