When creating a new world, when you switch the view to the "cliff indicator" the key on the right hand side of the screen shows elevation, but is differently colored than the map display of elevation:

(Left side)
2-3 Green
4-6 Yellow
7-* Red

(Right side)
2-4 = Green
5-7 = Yellow
8-* = Red

EDIT: It looks to me like the world has it done right and the key just needs updating. 2-3 = Green 4-6 = Yellow, 7-* = Red.
