I have an idea, how about if you "holster your weapon" you can move twice as far but can't fight.  It would take one turn to unholster or holster?

Nah, that makes grab-n-run too much more appealing as an option. Especially to those with high move.

And Frelock was on on the 29th. So I'm moving him nowhere.

And how about making it so you simply cannot do it with the artifact? There, now grab-n-run is even less appealing.
