Assuming he doesn't bleed out, probably. Any nerve damage?

He should be dead.  That particular artery is huge.

Anyway, if you go to the health screen, it will say whether or not his ability to stand has been lost.

He had torn leg skin, fat, and muscle, as well as a severed motor nerve. All of these conditions are white now, but the artery is still red. He's been in bed for a long time and has healed to a large scar.

edit: Yup, he has lost his ability to stand. Is there any way to make him useful again? He has no relationships aside from his deity, but it feels wrong to just lock him up and let him starve.

You could try and move him to a little room, and make a shrine around him, all pretty =]

Any chance I could get him to drag himself to one spot and basically make him a stationary crossbowman til the end of his days?

Make a hospital zone and build a bed where you want him, then deconstruct every other hospital bed, including the one he's laying on, see if that works. Is he already carrying a crossbow? If not, he'll have to crawl to pick up his equipment and I'm not sure how you make a dwarf do that.

This makes me think of a kind of "Enemy at the Gates" scene, Stalin/Lenin/Whatever-grad is a ruin, and this lone sniper with no way out, sits there, wounded, picking the enemy off one by one until eventually they take him down ='[

I am now imagining a dwarf hauling a huge metal box down a hall to this disable dwarf's room, setting the box in the doorway, then opening it and running off screaming as a lone cave spider makes its way into the room, Urist McInjured whimpering at the fearsome sight.

Crutches are bugged? I have a crutch-walking soldier somewhere, he gets around just fine while still holding a shield and weapon.

He's not in a hospital bed. For most of the time he has been injured, he has been in an unassigned bed on my bedroom floor.

hes not completely useless.....

Dwarves that lose the ability to stand can still be taken by moods, might get a useful artifact out of it if he hasnt already mooded.  Once hes done producing it he is truly a vegetable though

Or how about being able to frankenstein body parts? Like, replace that leg with a mechanical limb, another creature's leg,  a peg leg, or maybe a crossbow!
