I did a sociology project on Disney movies once, and part of it was how the predominantly British voiced villains tied in to a lingering American resentment to British Imperialism and the War of Independence. Also like, so many examples of Racism. Wow.

I also think it's easier to take a villain seriously if they know how to speak English correctly.
