Tin Foil Hat Time: Would it be possible for a governing body to introduce a large amount of retro-viruses into the water supply to genetically alter the populace at large?

No.
Legitimate Concern Time: What if genetically engineered viruses/retroviruses with custom protection from the human immune system exchange genetic material with common disease viruses? We'd have pandemics in no time.

We already have this, it's called HIV.

We are doomed. It's just that whatever is going to kill us all just happens to be, from a scientific standpoint, pretty frickin' awesome.

No of course not. The government loves you.
Also if someone knocks on your door please answer it.

All I'm imagining is the scene from Bioshock: Infinite.

The simplest, most elegant form is clearly the breast penis.
Industrial penises are clearly superior; I mean that seriously. The lever is a phallic symbol of industrial stronkness. Coal stacks, more phallic industrial stronkness. Nuclear power plants would make good boobs though.

Very easy to very hard. It would probably be much easier to just introduce chemicals that affect development in certain ways though, to make populaces more docile/angry, fertile/infertile, stunt/encourage growth e.t.c.
Most Western countries have most of their water handled by few or a single large water treatment company, meaning that if the government could get the water treatment folk on their side that would very easily allow for mass water contamination. You'd probably have a hard time in countries skeptical of fluorine as they're paranoid about the stuff as is, and all it takes is for one concerned bloke leaking this info or one bloke testing water before you'd have to start silencing media and all that. If you get to that point then it doesn't really matter if the gubmint is poisoning your water, you're already pretty fucked.

Hard science is like a sword, and soft science is like fear. You can use both to equally powerful results, but even if your opponent disbelieve your stabs, they will still die.

... If your penis looks like an airplane, you should probably talk to a doctor about it.
