I have only a casual understanding of Tor, and I have only used it experimentally. Explain to me this thing you nean.

Tor works by routing your traffic through a large number of relays within the Tor network.  However, this entails a certain number of "end nodes" where traffic must enter or leave the Tor network.  By running or tracking a sufficiently large number of endpoints, an attacker can note the same traffic entering one location and leaving another, put two and two together, and find the origin of the traffic.

However, there's a handful of alphabet soup agencies at the national level that have the resources needed to pull that off, so you're pretty safe unless you piss off the CIA.  The big problem I've always seen with Tor is that bandwidth is heavily restricted due to being entirely donation based, making any use other than basic web browsing difficult.
