Gentlemen, I'm fully supporting a government where all problems are just thrown into the bay. The only flaw I can see in this plan is if the bay eventually becomes a problem.

It's ok, if the bay becomes a problem it's already saved us the trouble of throwing it into the bay.

Guys, what has happened to us?  If the bay becomes a problem we pour magma into it, mine out the resulting obsidian, fill it back up with water and resume throwing stuff into it.

Bayocracy: You had two cows, but they never gave any milk so you threw them in the bay. You then add '2 cows' to the sign on the dock listing all of the problematic things that have been thrown in said bay. The sign's list continues all the way around to the back of the sign.
