Hopefully nobody else fires off nukes in that case. China has too much at stake and in fact are trying to KEEP war from happening, the US risks looking like a jerk and damaging our global image, same thing for Russia. Japan at most might seem a bit trigger happy, but I'm not sure if they actually have nukes.

If South Korea does have nukes (no idea if they do or not), they are certainly going to fire back. The very unfortunate thing is, a single nuke or two is all it takes to really mess up the Korean pennensula with radiation.

According to http://en.wikipedia.org/wiki/List_of_states_with_nuclear_weapons, South Korea does not have nukes. Or they are being very quiet about them. Regardless, the Korean Peninsula would be left in very bad shape by a nuclear war.

Uh yes, I've got a feeling nuclear exchange would increase the likelihood of a global nuclear exchange.

Phase 2
Oh shit.

All right, time to evac Seoul?

That could set them off. We need to be very careful at this point.

Seoul has a lot of people. South Korea says the evac is because of the inherent threat of missiles on the border, and civvies need protection. North Korea shoots, everyone hates them more. They don't shoot, major threat número uno is eliminated. Could work, could fail.

Seoul is at the border of the DMZ. If we spread out the evac zones across all of South Korea, then there won't be a large population center to bomb.

Eating what? Doing what? Living in what? For how long? While we do what?

An evac of Seoul would scare NK because the only reason we'd have to do it is if we were finishing the fucking war right now.

The war would basically follow this pattern:

Turn down the volume before watching though.

If we started to evac Seoul, NK would panic and fire, and then war would be imminent, not to mention almost as many people being dead, and possibly more.
