The U.N. does, with amended elections for nonbinding resolutions.  Haven't you been paying attention?

With the whole story together, the vote makes more sense, since all the participants are playing to type.  The final draft passed overwhelmingly, because who's going to fly the big red flag of being pro-discrimination?  The original draft effectively included "any reason" as well, but it included special mention of discrimination as basically a stern glare towards the Africa Group and so forth.  The lobbied successfully to get the pointed language out, and it is kinda embarrassing on its face for a resolution to include meaningless language just to point out a topical subject, without actually changing the meaning.  It's politics, and reasonably speaking it all worked out for the best.  But then again...
