No aquifer, despite what embark screen said

Created in DF v0.27.176.38b.

(Dunno why it says 38b; I'm using the latest Mac version)

Here's the embark screen:

   

Note the black sand aquifer. However, I can't find an aquifer anywhere on the map. Black sand takes up only one z-layer, and it's all dry; below that is the limestone layer. I've sunk numerous short "wells" into the ground evenly placed throughout the map, to no avail.

I'm guessing that the game thinks there should be an aquifer, but has a rule against making the top layer of the ground hold water, which ends up meaning that there's no water whatsoever.

So much for my plans to flood the entire desert...

Edit: I've had this happen several times now - maps that claim that the top layer contains an aquifer have in fact no aquifer at all. It's happened with maps that had more than one layer of sand, too, so there should be "room" for the water, invalidating my previous theory.

Noticed this too yesterday, when trying my first modding [more crystals].
I figured it was a regional prospector bug, did you use this too?
It was also on a 17x17 world, maybe that is a factor in it.

nb my mod did nothing as far as i can tell.

As I'm on a Mac, I can't use Regional Prospector, nor any of the other helper utilities people have written.

This seems to sporadically happen since 33b or so, only ran into it once myself but I don't think anyone can figure out what's going on.

This seems like the opposite of Bug 732 (where it wasn't showing them).  When I tested that, everything worked out, but perhaps there's some fringe case that's handled incorrectly.
