Cannot make Steel: have Iron, have Marble, have Pig iron bars... wtf? 31.16

Ok I am seriously going crazy here.. my stocks are high precision and I have like 12 iron bars, 132 marble, 4 pig iron bars, lots of coke, charcoal. have ash as well.  I cannot make steel bars at the smelter, nor can I make pig iron bars.. what am I doing wrong?  my bar stockpiles are right in the same room as the smelters...

Are they all unforbidden?

I think the key culprit there is your low count of Pig Iron.  It's probably all in transit or designated as such.  Anything marked for hauling is considered verboten by workshops until it arrives at its destination.  The other possibilities are that something required for the process has been accidentally forbidden or that you have accidentally set up burrows for Dwarves that don't fully cover both stockpiles and forges.

You could also try ordering steel bars with your manager, rather than at the smelters - I seem to vaguely  recall a few people not having steel appear in the smelter menu at all, but queuing up the job worked fine. Worth a shot maybe.

have you tried [j]ob list -> [m]anager -> re[q]uest new order -> [make steel bars] -> [enter] -> Quantity: x -> [enter]?
jobs sometimes dont show up at the workshops/smelters until they they were requested via the manager screen.
