It scales enemies with your level and i started encountering the elder dragons after i hit lv 25.

Cave Story

game would hook your fingers on the directional keys if you're attempting the best ending. A split-second mistake, *BAM*. Dead.

It took me ~25+ deaths in the first two rooms to realize that you can skip the time challenge.
