This was an interesting turn. I feel I should Explain Anarchy more, so here goes.
When several factions make a grab at a territory through peaceful mean, the highest roll wins. If everyone ties, anarchy occurs. The province devolves into groups supporting the faction that made the grab until one faction wins. This will work itself out after a while, or players can nudge it towards their favor by sending money and agents into the territory. If you move an army in, expect major losses, though it may be a chance for an easy victory as well.
EDIT: after talkign to some folks about this turn, I'd like everyone's permission to write a series of short stories about this game In-Universe (with the rulers, generals, and agents that the players control being the characters)
