I suspect that they only function against man-made floods; natural floods tend to ignore several of the things that would stop man-made ones.

But did you try the same with a closed bridge? What the wiki quote actually says is "A closed bridge will always block floods, a raised bridge sometimes". And a closed bridge DOES block floods to my knowledge. Sure the "sometimes" part is rather useless, as it doesn't say what conditions influence those times.

Drawbridges block artificial floods, not natural ones. Also, dwarves get thrown right through them by the flood and they do not block projectiles.

Windows also block artificial floods but not natural ones.

Fortifications also block artificial floods, but do not block natural ones.

Some of these loopholes, like the fortifications one, actually sound useful.  Think about it:  The player just has to fortify the river bank without breaking through it.  Natural floods will seep through the fortifications, allowing the player to do extensive Nile-style farming without exposing themselves to the river over a wide area.

The only problem is...  would a natural flood wash dwarves through fortifications like they do through closed drawbridges?  That could get nasty.  I suppose the player could fortify the river on both sides, then sneak out through a single entrance and bridge over it entirely.
